*TECHNICALLY,* you would have to have a permit for any stuffed and mounted
game bird that you did not *legally* hunt yourself (because, presumably,
you would have gotten all the legal permissions out of the way before the
"take").

RE: various decorations with feathers: an interesting point. Most North
American artists use feathers from domesticated fowl, in which case, would
be legal to own and sell (and this included peacock feathers). However,
any feathers obtained from wild (non-game) birds would be a much different
story.

But, luckily, wild non-game feathers are harder to come by, and not in
great demand, so I don't think it becomes much of an issue.
