Today I called the Mill Creek office of Washington Dept. of Fish and
Wildlife to get clarification on when it is necessary to have a C.L. I was
told that you require a license only if you do not have a hunting, fishing
or trapping license and are over 16 years old. If you possess one of these
other licenses, you do not have to get a Conservation License. However,
say you are leading a trip for beginning birders to look for sparrows at
the Skagit Game Range (or whatever it's called), then each participant over
16 must have either a fishing, hunting, trapping, or conservation license
to go onto state land. Since I occasionally fish, I'll settle for a
fishing license, though I guess I should buy a federal duck stamp to go
along with my Forest Service Trailhead Parking Permit.
