The permit is per individual, just like a hunting or fishing license. It must
be carried by the individual. So, if you have a car full of adults on
"identified WDFW lands and access facilities" (portion in quotes from Kelly's
input on 12/30/97), each adult must carry a CL to be legal. I think some of
the confusion comes from visitations to National Wildlife Refuges, such as
Nisqually, Turnbull, etc., which are managed differently. Each NWR that I
have visited had a 'per vehicle' fee, regardless of the number of persons in
the automobile. The NWRs also have very clear instructions on this fee, which
is much different than the WDFW lands which may or may not have the CL
regulation posted, and if posted, is still confusing.
