I believe that Ruth mentioned in an earlier post that the area where the
green-tailed towhee is hanging out is outside the safety zone. Maybe we
can assume that there is also concern about birders being accidently
shot.

To the biologists from the Fish and Wildlife Department on this list, if
the manager of the Skagit Wildlife Area were approached when the towhee
was first observed and told that there was likely to be many birders
coming to see the bird, do you think that the safety zone have been
expanded to accomodate this event. Or that something could have been
done to head off the conflict. The area where the towhee was found is a
great place to look for sparrows, and I think that birders will continue
to want to go there in the winter. Perhaps you could intervene to work
something out for the rest of the season and the future, or find out how
we could do so. Thanks.
