I work for the utilities commission in WA and this is a very real topic.
The phone companies wish to charge internet service providers by the minute
or some form of usage based fee. It is a very complicated subject which
will not go away until a fair solution to all is found. Keep an eye on
this topic as it will affect your phone bill one way or the other.
