As was posted this morning this is a non-issue, the FCC acted on this
proposal in last April and May - though who knows what other schemes the
telephone companies will come up with next (actually the newest proposal
I believe is a SUBSTANTIAL increase in costs for second-third-etc lines
in a home).

Interestingly, part of the reason this happened was that the phone
companies backed off quite a bit. All of the sudden their previously
captive market for in-home computing networks was invaded by the
television cable companies (WebTV is only the first of many up and
coming cable advances) who have the ability to provide extremely high
quality service (very high bandwidth) to each and every home with cable
in the US, at a relatively low cost.

Where there's money to be made a market will be formed.
