Here are two places to find out what is REALLY happening on
charges for internet use:

The first is at the FCC's web site, which includes a discussion
of the current status of their proceedings and a FAQ:

The second is a discussion paper about internet costs and how
they might be paid for. This paper will be used by decision
makers in the area. It will be published, when it is final, by
the National Regulatory Research Institute, whose site contains
the current review draft. The working group drafting the paper
will have a new draft to review by next Wednesday (Jan. 14).
Warning: this document is HIGHLY technical in nature. If you
have comments about it, you may send them to me at my office
e-mail address: barbara.combs at state.or.us and I will forward
them to the person who is reworking the draft for next week's
