This is the URL for HB2819, the bill regarding changes to the
conservation license. As I read it what this bill will do is increase
the fee to conservation license holders by requiring them to also purchase
a vehicle permit. The vehicle permit automatically accompanies other
WDFW licenses. The vehicle permit will also need to be permanently
affixed to the vehicle which means more vehicle permits if you don't
