Apart from the bemusing image of police officers putting their years of
training to work at this task, the question arises: who are the people who
introduced these damned things in the first place and why do the rest of us
have to pay tax-dollars to clean up after their mistakes? Why is the
introducing group or agency not stuck with the job and the costs?
