are your friends having this algae problem now? isn't it rather
cold in spokane right now?

your friends should not use chlorine in a pond where they hope to
keep and maintain water lilies or other aquatic life. i doubt though,
that chlorinated water is dangerous to birds that are passing by,
unless the chlorine fumes are so strong that they burn your eyes!

your friends need a different filtration system. specifically,
they need to learn more about biological filters. the best local
resourse would be for them to talk to several local koi dealers
about biological filters. they should avoid catalogue companies,
unless that is their only option, and they should avoid fred meyer
(like the plague).
