Michael Muller has many good points about the best type of response to
this issue. In retrospect, my email was too sarcastic and critical
without offering advice or alternative suggestions.

The challenge is to find some way to celebrate (why?) the millenium that
will satisfy the mayor's apparent desire to produce something showy
without consuming vast quantities of energy or otherwise causing
environmental damage. I can think of many ideas (let the year 2000 be a
kick-off year to begin replacing all outdoor lights with downward-facing,
minimal energy light; re-creation of a non-mowed, non-asphalt shoreline
along Lake Washington, etc.), but none are likely to satisfy the showiness
requirement.
