I just contacted a friend who has been heavily involved in National
Audubon's Puffin Project in Maine, and asked her about this relocation
project with the caspian terns. It turns out that she is well aware of the
Columbia River Project, and even provided it with the sound system for
attracting the terns. Given the success of the projects in Maine, she is
optimistic about this one as well. The National Audubon project puffin by
Steve Kress et al in Maine has successfully restored several sites with
nesting puffins and terns, over a period of years.
Hopefully this project will benefit fish and not be a major detriment to the
terns, should be interesting at the very least.
