I think you've hit the nail on the head. Just about two years ago I was
bringing a group of birders back from an Audubon field trip that had
carried us from the Tri-Cities, down to Umatilla and then east along the
Columbia River and through the Gap to Walla Walla River delta and thence
home along Hwy 12. Just past milepost 305 as we were approaching the
Boise Cascade pulp mill we discovered a Great Horned Owl duct taped to
the top of a road reflector. The body was still warm and the hole in
it's head suggested it was probably killed with a .22 rifle. This was
done in broad daylight along a very heavily traveled highway. WSF&W were
notified and they investigated, but as far as I know nothing was
discovered regarding the culprit(s).
Given the proximity of this deed to the Boise plant one could speculate,
I suppose, that someone might have been trying to make a particularly
vivid political statement.
Then again, maybe they were just S.O.B.s.
