As I understand it, the convention is as follows:
1. Always capitalize the 'first' part of each word group of the bird name:
Spotted Towhee,
2. Don't capitalize the 'second' part (after the hyphen) of the adjective
modifier part of the name (usually the first word grouping):
Black-capped Chickadee, Greater White-fronted Goose
3. Do capitalize the 'second' part (after the hyphen) of the 'main' bird
name:
Pacific Golden-Plover
Rick Romea
Seattle, WA
