Access can be gained to the Everett Ponds by stopping in at the
administration building on the right (just after passing under I-5).
They will ask you to sign a release, and give you a copy which functions
as your permit (last I knew good for a year) for access to the ponds (I
believe 8-4 weekdays, can usually ring and get access on weekends). They
may have restrictions on walking on the west side, but does remove the
frustration of looking through the fence.
