Yes, but I would have to say that the majority of strays are not. I
believe that responsible cat owners should have their pets spayed or
neutered. I think I have heard somewhere (Marti, correct me if I am
wrong) that neutered cata are even less agressive and have fewer
behavior "problems." Besides, it only takes two to... well, you know
:-)
