Steve, Possibly what you heard was a juvenile great horned owl. They have a call that is a cross between a scream and a whistle. I believe it's a begging call, as adult horned owls feed their young for awhile after they fledge. I've heard strange calls at night out in the shrub-steppe of easter Washington that I've been able to trace to a young horned owl.
