Well, i don't know about using a feeder - but I can tell you about a failed
attempt to seed our yard with millet this year - the Quail ate it all!!!
Not that we really could blame them, or be too upset. They also LOVE lupine
seed - our wildflower garden sprouted everything except the lupines. Every
day when I got home I could see the quail skulking around the edges of the
wildflower garden - the flowers are noticeably sparser near the side with
the shrubs they use for cover. They ate nearly all the millet on a 1/4-acre
area, which also attracted a variety of birds we don't normally get,
including a flock of golden-crowned sparrows.

We can see where our millet seed has gone - this year we sprouted a flock of
18 (!) baby quail from one set of parents. Normally they have 12 or 13.
And they almost all survived to adulthood. Fat little guys!
