Someone wrote the following letter to the Spokane Spokesman Review:
"When the Corps of Engineers created Rice Island in the Columbia estuary
from dredgings, 20,000 Caspian Terns found it an ideal habitat. Salmon
smolts provide them with an abundant food source and these resourceful
birds take full advantage of it, consuming 20 percent of our endangered
runs.
A logical step is to declare war on them but that isn't acceptable in
this age of compassion, even against voracious critters eating endangered
species.
I offer a solution to this dilemma for consideration by the involved
federal agencies: Feed the tern pellets of fish laced liberally with
marijuana. Birds consuming these pellets would be happy and mellow. Our
experience with those who use the weed extensively indicates that the
terns would no longer be interested in work, which for a tern is catching
fish.
The road to salmon recovery is a rocky one but along that road we should
leave no tern unstoned."
