Howdy,
It is possible that your bird could be a sub-adult Bald Eagle. I
have seen them in transition plumage --- mostly white!

The rough-legged hawk has a very rounded head: it looks like a tennis ball with a beak stuck on it. Start looking at buteo head shapes; with a little practice I think this is a very good field mark to use.
