I have NOT noticed such a correlation, and have probably seen them more often in good weather. However, they tend to be shy, and
what you may be noticing is that when it is wet, people are scarce, so the rails haven't been scared off.

I have frequently seen rails in sunshine, but usually they are in locations where people are few anyway.
