I would add my astonishment to Michael Price's stated frustration at
the "straightjacket of pass / fail voting" on the two records committees
he's belonged to.

The committees I'm more familiar with do not DECIDE a record until
there is (near) unanimity one way or the other. A report may stay
'under review' for years, until either more information becomes
available, or ideologues rotate off.

Otherwise, if a 5-2 or 4-3 (perhaps even 6-1) vote can decide a
record on a 7-member committee, minority opinion may control the
outcome. Reportedly that's what happened with the Xantus's H. in B.C.
No wonder the public outcry.
