My sense is that something is terribly wrong, like mom must be dead.
Small cubs, particularly in the mountainous regions at this time of
year, should be curled up in a den with mom, sleeping and nursing and
growing. Sows with cubs are generally the latest to emerge from dens.
I believe that this is way too early to be out.
