Yes, NGS is putting out regional bird finding guides
that cover a lot of NWRs and other refuge type
areas. I don't think they'll have the depth of, say,
a Lane guide but more depth than, say, the Falcon
Press/various state F&W watchable wildlife guides.

I'm only guessing, though, from the kind of photo
requests they've been passing along through the
nature photography world.
