The following is a direct quote from a WA Dept. of Fish and Wildlife
bulletin I obtained at the Mill Creek office.

"Starting January 1, 1999, the Washington Department of Fish and Wildlife
(WDFW) will shift to an April 1 through March 31 licensing year. To make
that shift, a special one-time only combination fishing/hunting license,
that will cover Jan. 1, 1999 through March 31, 1999, will be sold for just
$6 for residents...

Also new in '99 is WDFW's access stewardship decal. The decal is required to
use water access sites and wildlife areas and is free with fishing and
hunting license purchases...(Decals will be sold for $10 each to non-hunting
and non-fishing recreationists who use these access areas for other
activities.)"

What this means, as I was told by the WDFW employee that helped me, is that
individual Conservation licenses are no longer required, and in fact, will
not be sold. Instead all vehicles must display the new, non-transferable
"Stewardship decal". Thus a carload of people can get in for the price of
one decal. However, since the decals are non-transferable, you will need a
decal for every vehicle you intend to take onto WDFW land.

Here's the important part. When you go to a dealer, ask for the temporary
fishing/hunting license which will cost $6. Along with the license you will
receive free the Stewardship decal which is good until March 31, 2000 (yes,
that's 2000). However, you must act by March 31, 1999. After that the
decals will cost $10.
