Herons, (green heron, I think, and perhaps others) have been reported to use lures, such as a piece of grass, to attract fish, which they then catch and eat. Maybe this was misinterpreted and taken that that birds were feeding fish.
Regarding your scenario of "dumb" birds feeding gulping fish, I think it is more likely that fish were feeding upon insects at the surface of the water and birds such as swallows were skimming the surface for the same insects.

Can this be true?

My sister heard that someone once saw a BIRD FEEDING A FISH!

Supposedly the dumb birds saw fish gulping air at the surface of a pond
and began feeding the fish as they gulped air.

Is this just another "urban legend" or are birds so hard wired to feed
any open mouth?
