Why would it do that? The opponents of the Act frequently point
to the fact that delisting doesn't happen as evidence that

1. the Act doesn't do any good for species recovery
2. those who support the Act don't care about species recovery,
but simply want to use the Act to monkeywrench development
and the industrial use of natural resources

Delistings disprove argument #1, and at least weaken argument
#2.

Of course, I would oppose any delisting that is not sound,
biologically, but the bald eagle delisting seems entirely
justified, IMO.
