Yes, that's true. Not that there isn't habitat loss, of course.

The whole issue of development around Puget Sound and its impact
on the locally dense (relatively) bald eagle population is
certainly important.

Rather than abuse the ESA, though, you guys need to pass and
implement some Oregon-style Land Use Planning laws.

(and no, the weak law passed in the past few years isn't even
CLOSE to what we passed twenty-five years ago).
