Bud, we commend you for an eloquently stated position on the de-listing
process, and incidently for some oft-forgotten history.

It is unfortunate, though, that the de-listing action tends to result in
shifting of attention that may be hurtful. The Bald Eagle aerial survey of
the WA coastline that you began, and that Anita McMillan, Shelley Ament and
others have continued for many years within DWFW would apparently have been
discontinued this year had not Shelley scrounged funding from NGOs and
contributed her own time. We need to support continuing surveillance of
these top-of-the-food-chain species to protect the scientific information
base.
