Greg Toffic figured it out! The placemat at the POODLE DOG in Fife was

Regarding Lydia's original question, I'm not sure if she was inquiring as

to which species were most commonly designated as state birds, or of all =
the official state birds, which were the most common throughout their =
range. The answer to the former alternative question is:
1. N. Cardinal (7 states)
2. Western Meadowlark (6 states)
3. N. Mockingbird (5 states)
