Well, for the Western Bluebird, the closest I know are the Fort Lewis
prairies but a very sure and positive spot is the Umtanum road above
Ellensburg about an hour from Seattle.
This is a long hilly drive through many habitats. Both western and mountain
bluebirds can't fail in season (due to bluebird boxes along the road) and I
saw a Bullock's Oriole there too. Also Sage Thrasher, Lewis' Woodpecker etc.
My niece and I say it and the Potholes are where good birders go when they
die.

I saw an Evening Grosbeak at Soos Creek park in Kent.
If you don't know these places, let me know and I'll give you directions.
