Mike Fraidenberg laid it on the line with his E-mail message re the need
for moneys derived from the decals. If you dance to the piper, you pay
the piper - or - there ain't free lunches.

Although I retired from the U.S. Fish and Wildlife Service long ago, I
put in many years not only as a biologist but a refuge manager and
administrator. It takes a lot of money not only for acquisition but also
for development and maintenance of areas. Planning, heavy and light
equipment, materials and supplies and manpower. Especially for those
that have heavy public use.

So put your shoulders to the wheels.
