Buy the sticker and don't paste it on. If you get
a ticket, go to court and explain the situation and
the unfairness for those who don't own cars. If
the case isn't dismissed, write a couple of newspaper
articles for $0.20/word and make a profit, as well
as raise the public's ire against this inequity.

In Oregon, our Sauvie Island pass is supposed to
be pasted to a windshield, but I've never done so.
Now, I have about five years of permits stuffed in
the dash against the windshield, visible. If they
ticket me, well ... may they live in interesting
times. I'll make sure they do.
