I don't know, but I have watched a wintering female in downtown Olympia go
after pigeons a few times and Buffleheads twice without taking home
breakfast. She's got to be catching something once in a while, though, as
she's been around since at least November.

This peregrine has been hanging out on various state government buildings,
including the legislative bldg, the "licensing" bldg, and, my favorite,
the "Capital Center Building", better known as the prisons bldg. It's the
behemoth between 4th and 5th avenues on the north side of Capitol Lake. A
couple of weeks back, I would see her regularly on the NW corner of that
building as I walked to work between 7 and 8 am. Not lately, though.
