Greg Schirato, the District Wildlife Biologist for the Hood Canal
area, regularly reads bands on brant to benefit research on
survival rates. The banding lab folks at U.S. Fish and Wildlife
Service, to my knowledge, attempt to coordinate and centralize
information from migratory bird marking programs of many types,
e.g. petagial markers, neck collars, colored tarsus bands, and the
standard "Avise" aluminum bands. I think they may specify that their
interest is in the "Avise" bands so that they aren't expected to have
information on the bands commonly put on homing pigeons and, perhaps,
other domestic birds.

I hope that helps. I don't know who, specifically, is banding the brant
but I could find out...
