Jack,

If you want to see a Scrub Jay to add to your Washington State list make a
quick stop at the McDonalds just off of the freeway in Kelso on your next
trip south. There is a regular population of french fry and burger eating
scrub jays that frequent the parking lot and are often purched on overhead
wires there.

It sounds like you saw a Scrub Jay. That's a somewhat unusual bird for
western Washington, which is why it is not in your "Birds of Seattle" book.
After years of birding I have yet to see one in Washington State (although I
have not chased the ones that are reported from time to time).
