The fate of terns on the Columbia River has always been, more or
less, a foregone conclusion. All through the study period, folks
from USACE and NMFS were asking "are done? have you proven that they
need to be taken out?" And plans to take them out were pretty much
being made while the research was still being carried out.

Much of the Corps effort was centered around villifying terns in
the press as you can see in this article from loaded terms
like voracious.

Since any other mechanism for protecting salmon would require changing
the behaviors of humans who use the river, mosts efforts center around
covering over the human issues with purple language about voracious
tern, calculating sealions and bunny huggers...
