Hello Lydia:

I think I know the area you are talking about when you refer to the "evil
dogs" along the Green River in Kent. I suspect that it is on Frager Road by
the "freeway" and bridge portion of the Kent Des Moines Road. I have walked
that same area and the aggressive "Pit Bull" has only been there for 2 or 3
years. That area (particularly under the bridges) is often used by homeless
people and there has been a great deal of vandalism there, especially in
relation to the river shacks that have been built by fishermen. These
shacks are often used as winter homes by some of the homeless people as
well. At the farm that I think you are referring to, about 5 years ago I
saw a dead calf that was laying outside the fence where other cattle were
confined. This calf may have been killed as a result of vandalism, I don't
know, but if I remember right it was partially dismembered. I guess that
what I'm alluding to is that even though that farm is in the Kent city
limits and is subject to either the Kent leash law or the King County leash
law I can understand the concern of the people who live there. Like you
mention, I have carried a stick with me at times while walking there. Even
with that "handicap" I find that portion of Frager Road to be a great
birding area.

Regarding pepper spray, an ordinance making its use a criminal offense in
Kent was passed within the past 4 years. Besides being illegal, if the
wind/weather conditions aren't just right (in an emergency situation not
many people check to see if who/what they are spraying is down wind), the
sprayer can end up on the receiving end of the spray.
