Thanks, I was aware that it's unlawful to kill any migratory bird, but I
wasn't sure what she could do about it. Although she does have a number of
witnesses. I am assuming she could report it to the WDFW or federal
authorities if she had the bird, and the written statement of all the
witnesses. Granted, you're probably right--I don't know what it would take
in order to get them to prosecute.

I will pass this information on to her today. Thanks for the response!

Hearing about this kind of stuff just makes me livid.

According to federal law (1974 Migratory Bird Treaty Act), it is unlawful to
kill any migratory bird without a permit. Although it is unlikely that any
state or federal agency would prosecute Ken Donahue, you could report the
incident to WDFW or federal authorities.
