There is a trade-off there, at first thought - nowadays the "plastic" in
the bags is supposed to be made of corn-starch or some other
biodegradeable material (which still doesn't decompose fast enough
to stop suffocation or other physical injury when the bags trap something)
so water is not "wasted" on that particular chore ..... at second thought,
private and commercial carwashes use uncountable gallons of water but
the poor "sanitary engineers" can't keep the garbage cans at arm's length.
