This reminds me of the conversation that I had when I bought my Parking
permit at the local hardware store. It was difficult to get this point across to
the employees, so I thought I would just lay it out for anyone who is
confused about these:

The Stewardship permit is issued by the STATE of Washington, and
administered by the Department of Fish and Game. It is available wherever
hunting and fishing licenses are sold.

The US FOREST SERVICE issues permits to park and hike on FEDERAL
land. They are available at ranger stations, as well as some retail stores that
sell outdoor equipment.
