No, but I do know that both EPA and the WA Dept. of Ecology have something
called "Public Information and Education (PIE) Grants". It seems possible
these could be used for just the type of ads you are describing. I know
Ecology has on occasion used TV and billboard ads to promote things like not
dumping oil and soap from cars into storm sewers - these have been pretty
popular and worked well. I think it's a great idea. - Teresa Michelsen
