Unfortunately, Julie, your manager is correct. No matter how clean you may
be, birds are not, and drop a lot of uneaten seed. Rats and mice are
attracted to it. They're nocturnal, so just because you cannot see them
doesn't mean they're not there.
I really have no sugggestions for you other than to move into your own house
so you can feed all you want...but stilll be prepared for rodents. It's
unavoidable, though I think you're more apt to have them in the city then out
is the sticks. I have numerous predators out here..owls at night, raptors in
the daytime, and my neighbor's cats all the darned time.
