Lydia,
This sounds like a basic plumaged spotted sandpiper. It's somewhat bigger than a peep, but otherwise fits your description, especially in behavior. Look it up.

Hi Tweeties,

While checking out Lake Fenwick this morning I spied pretty much the "usual
suspects" during my brief walk through.
I did spy one solitary "peep", possibly a LEAST SANDPIPER. It was very
tiny, plain grayish brown on top and white on the bottom, with yellowish
legs. I thought the peeps stuck together in flocks. This little guy was
all alone. Could it have been lost Least? He lost his least on life? Oh,
and the little guy had the most amusing rear end action I've ever seen on a
bird. Bounce, bounce, wiggle, wiggle, hop, hop.

Usual suspects:
Mallards
American Widgeons (looked for, but did not see any Eurasian)
Northern Pintails
Buffleheads
Great Blue Heron
Northern Flicker, Red Shaft variety male
BC Chickadees
Kinglets, variety unknown - moved too fast through the bushes for a positive
i.d.
