Subject: Juvenile Cooper's or Goshawk?

Any suggestions as to if it is a Cooper's or a Goshawk would be
appreciated. I think I have studied the photos too much and am now
confused.

It appears to have the narrow dark streaking on the breast of a
Cooper's, yet what can be seen of the tail shows (to me) a very narrow
white band at the edge of the dark bands which is only on the Goshawk.
The white eyebrow is not as prominent as I think it should be for a
Goshawk.
