For the past month a nearly all white hawk has been seen hanging around
Lake Campbell (on fidalgo Island north of Deception Pass). We observed
it a couple of nights ago sitting in a tall Douglas fir tree at dusk.
The breast, wings, back, and tail are creamy white with very faint
caramel colored streaks - quite beautiful. We debated about whether it
might be a rough legged hawk, as the beak and head seem small for a red
tail, but Bud Anderson says they are almost never seen here in July.
The feet are yellow (we couldn't get a good look at the lower leg with
regard to feathers or lack thereof). The beak is ivory. The yellow eye
would seem to imply a juvenile. The wing tips are about the same length
as the tail. Bud hadn't seen it, but wonders if it might be the
offspring of a pair of red tails that hang about in the same area, since
they would likely chase a stranger out of their territory.

We are wondering if anyone else has observed this bird enough to make a
positive ID.
