There is an early September record of Black Phoebe for this area.
Additionally I have a personal record for Two Rivers County Park, Benton
County, WA on November 8, 1992 (not accepted by the state records
committee - apparently the fact that it didn't vocalize during 5 minutes I
observed it roosting hunched against the cold disqualified it in the mind/s
of of one or more committee members).
