Just before he left office, President Clinton signed a bunch of
last-minute Executive Orders, many of them geared toward protecting the
environment. I think there's still a chance President Bush might be able to
repeal them (I don't know how that process works, but I've heard he's going
to try to repeal the pro-environment ones). The link below contains the
text of Clinton's 01/10/01 Executive Order entitled "Responsibility of
Federal Agencies to Protect Migratory Birds." It calls for all federal
agencies whose actions affect migratory birds to take steps to further the
purposes of the Migratory Bird Treaty Act.
