A biologist in our office has been baffled by the following bird (?) call for the past 21 years. Any ideas?

One to three robust "waa" calls (similar to bullfrog), given mostly during the day, occasionally at night.
Heard year round, mostly in spring. Habitat is second growth coniferous forest bordering a lake/river.
Always heard in upper canopy.
