Thanks to Joanne Powell for the alert to the article about the Western Grebes being treated at PAWS.
For those of you who read the Times article and wondered: Western Grebes do not have oil glands below their eyes. Just like all other birds, oil is produced by the uropygial gland at the base of the tail (base of back).
